Gabrielle Bouchard is a municipal consultant and certified Project Management Professional who helps local governments and their partners turn complex, politically sensitive initiatives into decisions and action. She brings expertise in infrastructure planning, community engagement, feasibility analysis, and public-sector project delivery — with a particular strength in bringing together competing stakeholders and translating technical complexity into clear, confidence-building recommendations for councils and senior leadership. Clients come to Gabrielle when a project needs both rigorous analysis and the kind of facilitation that builds the consensus required to move forward.

Gabrielle's knowledge spans the full lifecycle of public investment — from early needs assessments and market soundings through to master plans, business cases, and operational readiness. She understands how decisions are made inside municipal systems, how to navigate the constraints of labour relations, procurement, and regulatory approvals, and how to keep projects aligned across departments, consultants, and decision-makers. This breadth allows her to add value whether a client is scoping a new facility, stress-testing a capital program, or managing change inside a large public organization.

Beyond her consulting practice, Gabrielle is a civic engagement advocate and host of Gabby on Government, a YouTube channel that builds public understanding of Canadian democratic processes. She serves as Vice Chair of the Action Canada Board and is currently pursuing a Master of Public Administration (Local Government) at the University of Western Ontario.
