
Kelly Rowe is the creator of City Action Lab and brings two decades of experience working with the public sector as a researcher, senior advisor, and management consultant. With a rare blend of policy expertise, political insight, and management consulting experience, she is a trusted partner to senior officials at the municipal, provincial, and federal levels.
Her work spans infrastructure, mobility, smart cities, sustainability, waterfront revitalization, and economic development. Kelly has held senior roles with Canada’s Minister of Infrastructure and the Chair of the Toronto Transit Commission, and has since led consulting teams with global firms while advising municipalities and government agencies across Canada and internationally. Her focus is on helping governments design and implement strategies that deliver meaningful impact and improve quality of life in communities.
Kelly also maintains and actively engages with an international network of urban practitioners. She draws on this global expertise to bring leading-edge insights and practical solutions to decision-makers, ensuring that local policies are informed by the best practices from around the world.
